Power of Attorney (PoA) Attestation (Revised Circular)
As per Government directives, the Consulate General of Bangladesh in Los Angeles ONLY attests the Specific Power of Attorney (SPA) instead of General Power of Attorney (GPA).
General Power of Attorney (GPA) means authorizing an person/ agent with broad authority to act on the principal’s behalf, covering a wide range of financial (land, building, flat, business, bank account etc.) and legal matters together at a single Power of Attorney. Specific Power of Attorney (SPA) grants authority for a single and specific task or action for a particular moveable or immovable property (land, building, flat, business, bank account etc.) or representing in a particular specific legal case.
সরকারি নির্দেশনা অনুযায়ী লস এঞ্জেলেস্থ বাংলাদেশ কনস্যুলেট জেনারেল সর্বজনীন আমমোক্তারনামার (General Power of Attorney) পরিবর্তে সুনির্দিষ্ট আমমোক্তারনামা (Specific Power of Attorney) প্রত্যয়ন করছে।
সর্বজনীন আমমোক্তারনামা (General Power of Attorney) বলতে বোঝায় একটিমাত্র পাওয়ার অব অ্যাটর্নির মাধ্যমে কোনো ব্যক্তি বা প্রতিষ্ঠানকে একইসঙ্গে আর্থিক (জমি, বাড়ি, ফ্ল্যাট, ব্যবসা, ব্যাংক অ্যাকাউন্ট ইত্যাদি) এবং আইনি বিষয়ে আমমোক্তারনামা প্রদানকারী ব্যক্তি(বা ব্যক্তিবর্গ) -এর পক্ষে কাজ করার অনুমতি প্রদান করে। সুনির্দিষ্ট আমমোক্তারনামা (Specific Power of Attorney) হলো কোনো একটি নির্দিষ্ট কাজ বা কার্য সম্পাদনের জন্য নির্ধারিত ক্ষমতা প্রদান। যেমন- একটি নির্দিষ্ট অস্থাবর বা স্থাবর সম্পত্তি (জমি, বাড়ি, ফ্ল্যাট, ব্যবসা, ব্যাংক অ্যাকাউন্ট ইত্যাদি) সম্পর্কিত বিষয়ে অথবা কোনো একটি নির্দিষ্ট আইনি মামলায় প্রতিনিধিত্ব করার বিষয়ে অনুমতি প্রদান।
Power of Attorney: For attestation of any document such as a Power of Attorney (relating to sale /purchase of land or apartment or house in Bangladesh, transfer/ purchase/ sale of shares, withdrawal of money/pension from bank, etc.) executed (signed) by any expatriate Bangladesh national (in favor of a relative or a friend residing in Bangladesh), the executants are required to appear in person before the Consular Officer at the Bangladesh Consulate General in Los Angeles along with his/her original Bangladesh passport (valid or expired) or original dual nationality certificate. For multiple signatories of a document, the same rule applies for all, i.e. all signatories are required to appear in person at the Consulate General.
Documents required at the time of submission of application are:
1. Filled in Application Form for attestation/certification;
2. Processing Fees (US $55.00 for normal delivery and US $85.00 for urgent delivery for first 5 pages and after 5 pages US $5.00 for each additional page) payable through a bank draft/certified or official check /money order in favor of the Consulate General of Bangladesh in Los Angeles; Kindly note that urgent service depends on type of documents and supporting papers;
3. Kindly bring original Documents and photocopy of the original documents;
4. Copy of valid Bangladesh E-Passport or MRP or NID or expired Bangladesh Passport (first 7 pages) or Dual Citizenship Certificate;
5. Copy of valid documents to stay in USA (Visa/ PR/ Work Authorization etc.);
6. Property related document, Proof of property ownership (Copy of mutation, succession/deed- RS, CS & BS);
7. 2 copy Photo of the principal (s)/ executant(s)/ signatory (ies);
8. 2 copy Photo of the attorney (ies) and Passport/ NID copy of the attorney(ies); *Note: 1 copy Photo of each principal (s) and attorney (ies) must permanently be attached (pasted) to the document.

Attestation Commercial documents/ documents originating in USA
USA documents attestation: Any documents or commercial documents originating in the USA (Certificate of incorporation, Tax return, etc. ) must have the authentication by the US Department of State. The Consulate General only attests documents which have prior authentication by concerned authorities. For such authentication, please visit the website of the US Department of State and follow the details on authentication by the US State Department. The following procedure has to be followed with regard to the attestation of US documents:
1. Notarization by a Notary Public;
2. Authentication of the City/County Clerk by the Office of the Secretary of the State in which the document has been notarized;
3. Authentication by the US Department of State (for details on the procedure for authentication, please visit the web site of the US Department of State). *After obtaining such authentication, the document may be submitted to the Consulate along with a photocopy of whole documents and filled-in application form and prescribed fees. Such documents which have prior authentication of the US Department of State may bring in person or may sent to the Consulate General by mail. Attestation of Educational Certificate/ Marriage Certificate etc. originating in Bangladesh
Attestation of Bangladesh Certificates/ Documents: For attestation of any documents originating in Bangladesh (like marriage certificate, birth certificate, police clearance, etc.) must contain the attestation of the Consular Section of the Ministry of Foreign Affairs, Dhaka. Any educational certificate issued by a Board or University in Bangladesh, must have prior attestation by the respective Board or the University as well as that of the Consular Section of Ministry of Foreign Affairs, Dhaka.
To attest Bangladesh documents/ certificates, the applicant(s) must submit the following (after appearing in person to the Consular Officer):
1. Filled in Application Form for attestation/certification;
2. Processing Fees (payable through a bank draft/certified or official check/ money order) in the name of the Consulate General of Bangladesh in Los Angeles;
3. Photocopy of the original documents;
4. Copy of valid Bangladesh E-Passport or MRP or NID or expired Bangladesh Passport (first 7 pages) or Dual Citizenship Certificate.
